Which documents must appear in my enrolment application?

When enroling at the department's administration office, all students must:

present themselves in person (see the page about the hours and days of enrolment according to the department);
complete an enrolment form, dated and signed, including the identity, place of residence, nationality, certificates giving access to higher education, school curriculum or other activities since the end of secondary school in Belgium or abroad;
sign the statement of receipt of the Educational, Social and Cultural Project of HEH and Study and Exam Regulations;
provide several documents, namely:

I am a EEC student

A valid Belgian or foreign ID/passport;
Three recent passport photographs;
A copy of birth certificate (translated by a sworn translator if the document is not written in French);
The original version of the provisional certificate of higher secondary education (CESS in Belgium) for students graduated in 2023 or a copy of the official certificate for students graduated before 2023;
For non-Belgian students, the certificate of higher secondary education (BAC or high school diploma) and corresponding transcript of records, and the equivalence of their foreign qualification or evidence that a request for equivalence had been submitted to the Ministry before 15 July prior to the academic year of the enrolment, that is, on 15 July 2023 for the 2023-2024 academic year (visit the website http://www.equivalences.cfwb.be);
Students who have undertaken other studies after receiving the certificate of higher secondary education must also supply certificates of higher institutions as proof of their training from the end of secondary school (with the mention "has been enroled" or "has followed"), as well as the transcripts of records of first and second session with stamp of the institution and original director's signature. The certificate of a previous institution must include the following: "the student has no debt towards our institution";
For students who have been registered as unemployed, a summary of their professional career (received from ONEM) as well as a certificate from FOREM mentioning the start and end dates of unemployment;
For students wishing to enrol in order to upgrade their education, a copy of their last diploma and its supplement;
For students who have already worked, (a) certificate(s) of the employer(s) mentioning the start and end of employment contract(s).

I am a student from outside EEC living in Belgium

In addition to the above-mentioned documents, students from outside EEC living in Belgium must provide:

A copy of residence permit whose end date will not be earlier than the end of current academic year;
A covering letter;
Household composition;
The original and final equivalence of their foreign qualification (certificate of higher secondary education/high school diploma/BAC).

I am a student from outside EEC and I do not live in Belgium

Enrolment conditions will be available in september.

Students who do not meet the funding conditions, from a non-European country and not living in Belgium must personally apply for their admission/enrolment at HEH. Any request must be made in full compliance with the procedure below, otherwise it will not be processed:

Admission/enrolment requests period:

From 07 to 18 March 2022, as evidenced by the postmark.

For all requests, the date of 19 March will be considered as the date of receipt. (cf Study regulations, P13)

Procedure to follow:

The student will provide IMPERATIVELY himself/herself a COMPLETE file of enrolment request from his/her HOME COUNTRY. The file, including the documents mentioned below, must be sent by registered post to the Student Service of HEH within the timeframe set, by using the following address:

Documents to be sent will be duplicates but original documents will have to be submitted at the time of enrolment:

A personalised and detailed covering letter arguing the choice of study type and level (1st or 2nd year of undergraduate and graduate studies) and duly signed by the candidate. The letter must be original, hand-written and must include the student's contact details (surname, first name, postal address, e-mail address, phone number);
A statement of financial responsibility, showing that the student is able to support himself/herself throughout the study period in Belgium. This statement will be an original letter, hand-written by the guarantor. Here is how it should look: "I, the undersigned, Ms/Mr ..., born in ..., on the ..., whose nationality is ..., practicing the profession of ..., domiciled in ..., commit myself with regard to the Belgian State and the named ..., born in ..., on the ..., whose nationality is ..., living in ..., coming to Belgium to study at Haute École en Hainaut, within the department ..., to supporting healthcare, living expenses, study and repatriation costs of the person named above. This support starts from the date of signature and is valid throughout the study period in Belgium. DATE + SIGNATURE";
A copy of the guarantor's ID/passport;
The last three pay slips of the guarantor (bank statements are not accepted);
A copy of ID/passport of the student;
A copy of birth certificate of the student;
Two passport photographs;
A Baccalaureate or state diploma in French or translated by a sworn translator. In the absence of a Baccalaureate, a certificate of non-issuance valid for 2021;
The academic transcript of high school diploma/Baccalaureate;
The final equivalence (a foreign high school diploma equivalent to the certificate of higher secondary education (CESS) allowing the access to Bachelors or Masters of the chosen department and training). A certificate proving that the equivalence request has been submitted is by no means enough.
For students who have studied after obtaining their high school diploma: certificates of school attendance and transcripts of records (annual transcripts) per academic year, in French or translated by a sworn translator, proving the educational background since the end of secondary school (with the following statement: "has been enroled" or "has studied" or "has pursued studies"). The certificates must mention if the student has successfully completed the year or not.

Other activities: supporting documents covering the period since de end of secondary school (certificate from the employer, etc.).

If the student has obtained a higher education degree and wishes to submit an admission/enrolment request on its basis, he or she will have to provide, in addition to the above-mentioned documents, the following documents:

To access the undergraduate programmes:

The higher education degree in French or translated by a sworn translator;
The final equivalence of this degree;
Certificates of school attendance per academic year since the end of secondary school, in French or translated by a sworn translator, as well as the corresponding transcripts of records.

To access the graduate programmes:

The higher education degree in French or translated by a sworn translator;
Certificates of school attendance per academic year since the end of secondary school, in French or translated by a sworn translator, as well as the corresponding transcripts of records.
Detailed study programmes with their content, the number of hours per course, ECTS credits, internship reports and a copy of the thesis.

All documents must be in compliance with what is requested.

Certificates of studies which do not include the appropriate information will be refused.

As for documents translated by a sworn translator: the translator's stamp must appear on the original and translated documents.

False statements regarding previous activities will be considered as a fraud or an attempted fraud to the enrolment and the student will be immediately deprived of his or her regular student status, as well as legal effects related to the success in examinations.

Beware:

No file can be sent by email;
Only one file can be submitted per academic year, no further application will be taken into consideration;
If the file is considered incomplete, it will not be processed;
Any file submitted after the deadline will not be processed;
Documents of the file must not be original copies because they will not be returned. Original documents will be required if the request is accepted.

If a complete administrative file is received, it will be examined by the relevant Department Council and then by the Board of Directors. The Board of Directors will issue a reasoned opinion on the student request.

The student whose enrolment is accepted will receive an enrolment permission which is needed to obtain a student visa.

After receiving the visa, the student will have to enrol in person, with all original documents, at the administration office of the relevant department (visit the link leading to the hours and days of enrolment of each department) until 31 October before the academic year in which the student wishes to enrol.

How to obtain the equivalence of a foreign diploma?

Any request of equivalence must be submitted to the service of equivalences: http://www.equivalences.cfwb.be.

What if my diploma is issued in a country where the language of instruction is not French?

In this case, you will have to pass an exam demonstrating a mastery of the French language in order to access higher education within the French Community of Belgium.The exam is organised by universities or university colleges.

The student will therefore have to pass a test of mastery of French if he or she does not have any of the following diplomas:

a Belgian or foreign diploma recognising the academic success in a higher secondary school or a higher education institution (Bachelor or Master programmes) where French is the language of instruction
a certificate testifying that the student has passed the complete entrance exam of a Belgian French-speaking university of applied sciences
A diploma recognising an academic background in an institution where the language of instruction is partially French, and appearing in the list below:
a certificate of higher secondary education or a full-time degree of short-type higher education issued by an institution from the German-speaking Community of Belgium
one of the following Luxembourgish diplomas:
a certificate of higher secondary education;
a certificate of higher secondary technical education;
a diploma of technician;
a diploma of educator;
a diploma of nursing;
a diploma of laboratory/radiology technical and medical assistant;
a degree recognising a higher education background (Bachelor or Master);
a Moroccan Baccalaureate/certificate of higher secondary education or a Moroccan degree recognising a higher education background (Bachelor or Master);
a foreign diploma recognising the academic success in a higher secondary school or a higher education institution (Bachelor or Master programmes) where the language of instruction is partially French, provided that the competent authorities to issue a diploma equivalence have been able to verify that the student had a sufficient command of French as well as adequate communication skills.

A student may take this exam twice in the same academic year.
