B.3 Research Promotion
Missions
In accordance with the Decree of 7 November 2013 defining the higher education landscape and the academic organisation of studies and with the provisions of the Decree of 3 July 2008 relating to support for research, development and innovation in Wallonia, research is clearly among the concerns and missions of university colleges.
Within our university college, research management is ensured by the Research Promotion Commission. The Commission, reactivated since September 2016 on the basis of the former Research Council, is an interdisciplinary, interdepartmental and permanent scientific committee of HEH.
Without being exhaustive, the missions of the Commission are:
- Offering research topics and defining their objectives in compliance with the educational project of HEH.be;
- Seeking and offering funding for research projects, evaluating the projects submitted and through the intermediary of the Board of Directors, informing the Administration Board about the result of this evaluation;
- Coordinating the selected research projects, following up on them, especially by ensuring compliance with the direction and schedule of the research and by evaluating the ensuing actions;
- Making proposals to the Board of Directors on the allocation of sums for research, the economic valorisation of scientific works as well as other means from the institution's own incomes intended for research.
- Promoting applied research by publishing the reports of research projects.
The Decree of 7 November 2013 defining the higher education landscape and the academic organisation of studies provides in its Article 74 that higher education institutions may organise courses of continuing education for higher education graduates or holders of similar degrees.
In general, teachers of our university college have a recognised professional expertise which makes them key players to ensure continuing education for professional workers in social, economic, educational, IT and technical fields.
In terms of continuing education in the service of society, in a broad sense, missions are mainly:
- Establishing a picture of the existing continuing education given to third parties for each department of HEH.be;
- Making a list of calls coming from professional sectors (SPF,...), continuing education bodies (IFC, CAF, FCC,...) or any other public or private organisation and disseminating them to the university college's relevant services;
- Preparing the continuing education projects expected by ARES and as provided in Article 74, paragraph 6 of the Decree of 7 November 2013;
- Promoting continuing education for the benefit of third parties by ensuring the internal and external dissemination of selected and implemented projects.
In order to complete its missions successfully, the Commission may set up a Board whose main task will be to prepare the agenda of the next session and, if required, to ensure the follow-up of pending files when the meeting schedule makes it impossible to process them within the deadlines. No opinion will be issued from the Board without informing the Commission members beforehand. Opinions of the Board will always be submitted to the Commission for approval.
At the end of each academic year, the Commission provides an activity report to the Administration Board via the Board of Directors. This report will be fully included in the activity report of our university college. It will take into account the institutional "quality" approach and will include for the academic year in question:
- schedules of meetings, member participation rates and statistics - where available - relating to the processed items;
- a report based on the targets set about the points listed and the perspectives or proposals made to reference authorities;
- significant progress or achieved results in the areas concerned;
- a conclusion about the activities in the academic year, longer-term projections and proposals.
